At a sideshow in a San Francisco fair in 1933, a boy, Will, who idolizes a legend known as the Lone Ranger, encounters Tonto, an elderly Comanche Native American, who proceeds to recount his experiences with that Old West adventurer.

In 1869 Colby, Texas, lawyer John Reid returns home via the uncompleted Transcontinental Railroad, managed by railroad tycoon Latham Cole. Unknown to Reid, the train is also carrying Tonto and outlaw Butch Cavendish, who is being transported for his hanging after being captured by Dan Reid, John's Texas Ranger brother. Cavendish's gang rescues Butch and derails the train. Tonto is subsequently jailed. Dan deputizes John as a Texas Ranger, and with six others they go after the Cavendish gang.

Cavendish's men ambush and kill their pursuers in a canyon and Cavendish cuts out and eats Dan's heart. Tonto, who has escaped from jail, comes across the dead men and buries them. However, a white spirit horse awakens John as a "spirit walker," and Tonto explains John cannot be killed in battle. Tonto also tells him Collins, one of the Rangers, betrayed Dan and is working with Cavendish, whom Tonto believes is a "wendigo." As John is thought to be dead, he wears a mask to protect his identity from enemies. Tonto gives John a silver bullet made from the fallen Rangers' badges and tells him to use it on Cavendish.

At a brothel Collins recently visited, Red Harrington informs them about Dan and Collins' fight over a cursed silver rock. Meanwhile, Cavendish's men, disguised as Comanches, raid frontier settlements. John and Tonto arrive after raiders abduct Dan's widow and son, Rebecca and Danny. Regretting his earlier actions, Collins attempts to help Rebecca and Danny escape but is shot dead by Cole, who rescues them. Claiming the raiders are hostile Comanches, Cole announces the continued construction of the railroad and dispatches United States Cavalry Captain Jay Fuller to exterminate the Comanche.

A Comanche tribe captures John and Tonto soon after the pair finds railroad tracks in Indian territory. The tribe leader tells John of Tonto's past: As a boy, Tonto had rescued Cavendish and another man from near-death and showed them the location of a silver mine, in exchange for a pocket watch. The men murdered the tribe to keep the mine a secret, leaving Tonto with great guilt.

Tonto and John escape as the cavalry attack the Comanche. At the silver mine, they capture Cavendish. Tonto demands that John use the silver bullet to kill Cavendish, but John refuses. Tonto attempts to kill Cavendish, but John knocks him unconscious and brings in Cavendish alive. Upon returning Cavendish to Cole and Fuller's custody, Cole is revealed to be Cavendish's partner. Fearing that if his actions are publicly revealed he'll be charged as a war criminal, Fuller sides with Cole. Rebecca is held hostage, and John is taken back to the silver mine to be executed. However, Tonto rescues him and the two flee as the Comanche attack and are massacred by the cavalry. Realizing that Cole is too powerful to be taken down lawfully, John dons the mask again.

At the site of the union of the Transcontinental Railroad, Cole reveals his true plan: to take complete control of the railroad company and use the mined silver to gain more power. John and Tonto steal nitroglycerin and use it to destroy a railroad bridge. With Red's help, Tonto steals the train with the silver, and Cole, Cavendish and Fuller pursue him in a second train on which Rebecca and Dan Jr. are being held captive. Riding Silver, John pursues both trains. After a furious chase and fights on both trains, both Cavendish and Fuller are killed, Rebecca and Dan Jr. are rescued and Cole dies buried beneath the silver ore after the train plunges off the severed bridge and into the river below.

The town and railroad enterprise recognize John (whose identity is still unknown to them) as a hero and offer him a law-enforcement position. John declines, and he and Tonto ride off. Back in 1933, Will questions the truth of the tale. Tonto gives him a silver bullet and tells him to decide for himself.

In 1987, Jordan Belfort (Leonardo DiCaprio) becomes a stockbroker at an established Wall Street firm. His boss, Mark Hanna (Matthew McConaughey), recommends to him that he adopt a lifestyle of drugs and prostitutes in order to succeed. He passes the Series 7 Exam and earns his broker's license, only to lose his job when the firm fails after Black Monday.

With the job market for stockbrokers slack, Belfort considers another career, but his wife Teresa Petrillo (Cristin Milioti) finds an ad for Investor Center, a Long Island boiler room which deals in penny stocks. Here, his aggressive pitching style soon earns him a fortune. He befriends Donnie Azoff (Jonah Hill), a salesman who lives in the same apartment complex as Belfort, and they decide to open their own firm together, recruiting several of Belfort's friends (all experienced marijuana dealers) and some co-workers from Investor Center to join them. The firm, Stratton Oakmont, soon becomes a billion-dollar company, and Belfort brings his parents, accountants "Mad" Max (Rob Reiner) and Leah Belfort (Christine Ebersole), to handle his finances.

Belfort funds lavish parties for his employees. He begins cheating on his wife with several prostitutes, and becomes addicted to cocaine and Quaaludes. FBI agent Patrick Denham (Kyle Chandler) begins investigating Belfort and the company. At one of his parties, he meets Naomi Lapaglia (Margot Robbie) and begins an affair with her that leads to him divorcing his wife. Belfort falls in love with and proposes to Lapaglia. They wed, and a few months later, have a daughter, Skylar.

The FBI investigation continues, with the Securities and Exchange Commission joining in. Belfort opens a Swiss bank account with Jean-Jacques Saurel (Jean Dujardin) in the name of Naomi's aunt Emma (Joanna Lumley). She and other non-Americans regularly carry cash to Geneva for deposit, helping Belfort launder the proceeds of Stratton's securities frauds. The scheme is nearly exposed by an incident where Azoff gets into a fight with Brad Bodnick (Jon Bernthal), a drug dealer and friend of Belfort's who has been helping transfer money to Switzerland.

After Bodnick is arrested, Azoff decides to take extremely powerful "Lemmon" Qualuudes with Belfort, in an attempt to break the news to him. The two take the pills and watch Family Matters, with no effect. Belfort soon receives a call from his private investigator, who advises him to call him on a payphone. Belfort goes to a local country club and talks to his private investigator on a payphone, who tells him that his house phone has been wiretapped. The qualuudes begin severely affecting Belfort, who drives home and finds Azoff talking on the phone about the laundered money, before eating ham and almost choking to death. Belfort counteracts the effects of the qualuudes with a massive amount of cocaine, then performs CPR on Azoff, saving him.

Belfort and Azoff take their wives on a yacht trip to Italy, where they learn that Emma has died of a heart attack. Over his grieving wife's objections, Belfort orders the boat to Monaco so they can stop in Switzerland on the way to the funeral and settle the bank account, but it is capsized by a violent storm. After their rescue, a plane sent to take them to Geneva explodes in midair just before landing. Belfort considers this a sign from God and decides to sober up.

Two years later, Denham arrests Belfort during the filming of an infomercial. Saurel, arrested in Florida due to another scheme, has told the FBI everything. Since the case against him is overwhelming, Belfort agrees to wear a wire to gather evidence against his colleagues. He slips Azoff a note alerting him of this during a conversation.

Optimistic about his chances at sentencing, he attempts to reconcile with Naomi. Instead she tells him she wants a divorce, provoking a violent confrontation, culminating in him unsuccessfully attempting to leave with Skylar. The next morning, Denham, who had obtained the note Belfort passed to Azoff, arrests him. This time Belfort tells the FBI everything, leading to over 20 arrests in the ensuing raid on Stratton.

Belfort is sentenced to three years in prison. He serves his time at a minimum security Nevada facility where, just like Wall Street, "everything is for sale." At the end of the film, he is teaching sales techniques at a seminar in New Zealand.

In 1978, FBI agent Richie Di Maso (Bradley Cooper) and con artists Irving Rosenfeld (Christian Bale) and Sydney Prosser (Amy Adams) are posing as advisors to a fake Sheikh. They meet and attempt to bribe politician Carmine Polito (Jeremy Renner).

Irving meets and falls in love with Sydney Prosser. Sydney helps improve Irving’s scams, posing as British aristocrat "Lady Edith Greensley". Irving is also reluctant to leave his adoptive son with wife Rosalyn (Jennifer Lawrence), who will not divorce him.

Richie nabs Irving and Sydney in a loan scam, but proposes to release them if Irving assists him with four additional arrests. Sydney is against the agreement. Richie, although believing Sydney is British, allegedly has proof her claim of aristocracy is a fraud. Sydney tells Irving she will seduce and manipulate Richie, distancing herself from Irving.

Irving has a friend pretend to be a wealthy Arab Sheikh looking for potential investments in America. An associate of Irving's suggests that the Sheikh do business with the mayor of Camden, New Jersey, Carmine Polito. Carmine, popular and charismatic, loved by his constituents; is campaigning to revitalize gambling in Atlantic City but has struggled to raise the necessary money. Richie devises a plan to entrap Carmine, over the objections of his boss Stoddard Thorsen (Louis C.K.) and Irving. Sydney helps Richie by manipulating a lonely FBI secretary, convincing her to make an unauthorized wire transfer of $2 million. When Thorsen's boss, Anthony Amado (Alessandro Nivola), hears of the operation, he praises Richie's initiative, pressuring Thorsen to continue the operation.

Richie’s over-eagerness to catch Carmine accepting a bribe causes the mayor to become suspicious and leave the meeting. Irving convinces Carmine that the Sheikh is legitimate, expresses his dislike of Richie, and the two begin a friendship. Irving and Rosalyn have dinner with Carmine and his wife, and the two bond further. Sydney, jealous that Irving took Rosalyn to the dinner, invites Richie out to a nightclub. They end up in a heated kiss in a bathroom stall, where Richie asks her for sex; Sydney says she does not want to be fake and for it to be real they should wait until the operation is complete.

Richie arranges for Carmine to meet the Sheikh at a local airfield; forcing Thorsen into further expenses, because the scam needs to be "from the feet up" to be properly convincing. Without consulting the others, Richie has the Sheikh played by a Mexican-American FBI agent (Michael Peña) who speaks only a few phrases of Arabic. Carmine brings the Sheikh to a high-class casino party and explains that local mobsters are there and a necessary part of doing business. Irving is surprised to learn the notoriously violent Mafia overlord Victor Tellegio (Robert De Niro), second-in-command to Meyer Lansky, is there and wants to meet the Sheikh. Tellegio, suspicious of the Sheikh, speaks to him in Arabic. After stalling, the Sheikh carefully answers briefly in Arabic that it will be a pleasure to do business with him. Tellegio says the business will need the Sheikh to become an American Citizen, and Carmine will need to help expedite the process, bribing officials if necessary. Tellegio also requires a $10 million wire transfer to prove the Sheikh's legitimacy. Richie agrees, eager to bring down Tellegio, finally convincing Irving that the operation is out of control.

Richie, increasingly attracted to Sydney, tries to seduce her and tells her he loves her, but becomes confused and aggressive when she admits to really being American and not British. Irving arrives and intercedes to protect Sydney, and attempts to call off their deal with Richie. Richie threatens them, saying that if they back out, Tellegio will learn of the scam and will take his revenge on Irving, Sydney, Rosalyn, and Rosalyn's son. Irving and Sydney realize they will have pull off their biggest most successful scam if they want to survive. Rosalyn starts an affair with Pete Musane (Jack Huston) a mobster she met at the party. She mentions her belief that Irving is working with the IRS, so Musane threatens Irving, who promises to prove the Sheikh's investment is real. Irving later confronts Rosalyn, who admits she told Musane in an attempt to hurt him because she feels unloved. Irving tells Rosalyn they are in danger but he has a plan. Rosalyn agrees to keep quiet about the plan and says she wants a divorce.

With Carmine's help, Richie and Irving entrap several members of Congress into receiving bribes on hidden videotape. Richie goes over his boss Thorsen to convince Amado $10 million is needed to entrap Tellegio, but only gets $2 million. A meeting is arranged at the offices of Tellegio's lawyer, but Tellegio does not show up in person. The operation continues and Richie manages to record a blatant admission of criminal activities when the lawyer accepts the transfer.

Irving goes to Carmine's house and admits the scam. Carmine blames Irving, saying he only wanted to improve New Jersey, saying he left the initial meeting but Irving brought him back. Carmine strikes Irving, refusing to listen to his plan, and angrily throws him out of his home. Irving insists that he has tried to help, but Carmine does not forgive him.

The money is missing, but an anonymous source offers to return it in exchange for immunity for Irving and Sydney and a reduced sentence for Carmine. Amado is willing to deal but Richie objects. Irving suggests either Richie himself has the money or is grossly incompetent for having lost it. Irving actually had a friend pretend to be Tellegio's lawyer to con Richie, to give him leverage and keep them away from the mob. Amado accepts the deal and remove the disgraced Richie from the case, taking the credit for the bust.

Irving and Sydney open a legitimate art gallery and move in together, while Rosalyn goes to live with Musane and share custody of her son with Irving. The mob accepts that Irving deflected attention from them and leave him to get on with his life.

FBI Special Agent Sarah Ashburn is a very skilled and effective investigator, but is despised by her fellow agents for her arrogance and condescending attitude. Hale, Ashburn's boss at the New York FBI field office who is being promoted, sends her to Boston to investigate a drug kingpin named Larkin with the promise that she would be considered as his replacement if she can solve the case while showing the ability to work effectively with others. Once in Boston, she is partnered with Shannon Mullins, a skilled but foulmouthed and rebellious police officer with the Boston Police Department. Ashburn's by-the-book philosophy clashes with Mullins' rugged and violent style of police work. Mullins discovers the details of the Larkin case by stealing the case file from Ashburn and insists on helping her. Ashburn reluctantly agrees, realizing that she needs Mullins' knowledge of the local area.

Ashburn and Mullins follow leads to a local night club owner and successfully place a bug on his cell phone. As they leave the club, Ashburn and Mullins are confronted by two DEA agents, Craig and Adam, who have been working the Larkin case for several months and are worried that their case will be compromised. After viewing him on a screen in the DEA agents' surveillance van, Ashburn discovers that Mullins' brother, Jason, was recently released from prison, having been put there by Mullins herself, and may be connected to Larkin's organization. Ashburn convinces Mullins to go to her parents' home to ask Jason for information on Larkin. On their arrival at the home, it becomes apparent that Mullins' parents and two other brothers still harbor deep resentment for Mullins' involvement in Jason's incarceration. Jason, who does not have any ill feelings toward his sister, tips her off about the body of a murdered drug dealer hidden in an abandoned car. Upon examination of the body, chemicals on the victim's shoes lead Ashburn and Mullins to an abandoned paint factory, where they witness a drug dealer being murdered by a member of Larkin's organization named Julian. The two apprehend Julian and interrogate him regarding Larkin, but are unable to extract any substantial information regarding Larkin's whereabouts.

The pair spends the evening in a bar bonding over several rounds of drinks. After a night of raucous drinking and partying, Ashburn wakes up the following morning to discover that, in her drunkenness, she has given her car keys to one of the bar patrons. After unsuccessfully pleading for the keys, Ashburn watches, along with Mullins, as the car explodes upon being started, having been fitted with a bomb. During the investigation of the explosion, the two discover that Julian has escaped from custody and may mean to harm Mullins' family. Mullins moves the family into a motel, but learns that Jason has joined with the Larkin organization in an attempt to aid the case. Jason gives her a tip about a drug shipment coming in to Boston Harbor. The FBI sets up a sting at the harbor to take down the shipment, but discovers that the ship they have been waiting for is actually only a pleasure cruise ship and Jason has been set up by Larkin. Knowing that he informed the FBI about the supposed drug shipment, Larkin attempts to have Jason killed, but only puts him into a coma.

Mullins vows to bring her brother's attacker to justice. Ashburn and Mullins learn of a warehouse where Larkin houses his operations. After equipping themselves with assault equipment from Mullins' extensive personal arsenal, the two infiltrate the warehouse. Despite taking out several of Larkin's men with a hand grenade, the two women are captured and bound by Julian, who threatens to torture them with knives. Julian is called away by Larkin, but before he leaves the room, he stabs Ashburn in the leg with one of the knives. Mullins removes the knife from Ashburn's leg and uses it to cut the rope binding her hands. Before she can finish freeing herself and Ashburn, they are discovered by Craig and Adam. Craig begins to untie the two women, but is shot and killed by Adam. Ashburn and Mullins deduce that Adam is actually Larkin, having been working his own case from inside the DEA for several months. Julian reenters and is instructed by Larkin to kill Ashburn and Mullins while he goes to the hospital to kill Jason. After Larkin leaves, Mullins, whose hands have already been untied, manages to finish freeing herself and Ashburn incapacitates Julian with a head butt. Mullins then frees Ashburn and the two race to the hospital to save Jason.

Upon their arrival, Mullins rushes to find Jason. Ashburn, hindered by the stab wound in her leg, is unable to move quickly. Mullins finds Jason's room, only to discover Larkin standing over his bed with a syringe, intending to kill Jason by injecting air into his vein, causing his death by an air embolism. Mullins drops her weapon in an attempt to save her brother's life. Ashburn, having had to crawl to the room, then enters and subdues Larkin by shooting him in the genitals. With Larkin captured, Ashburn requests to stay in the FBI's Boston field office, having developed a strong friendship with Mullins. Jason is shown having fully recovered from his coma. The film ends with Mullins receiving a commendation from the Boston Police Department, with her family present cheering for her, having reconciled with her.

Afterwards, following a misunderstanding earlier in the film, Mullins brings Ashburn her neighbor's cat, after believing that it was hers from a picture in her house.
